Salary:

The salary is based on the National Association of Local Councils scales. The starting salary range is from point 12 currently £14.36 per hour, any increase would depend on existing qualifications and experience. Pro-rata annual leave is included along with pension options. Laptop provided.

Hours:

Up to 30 hours per month. There is a flexible approach to how the hours are worked but will include some evening commitments, especially for the Council’s monthly meeting, normally held on the third Wednesday of the month. Attendance to additional meetings are occasionally required along with attendance to any training courses.

Our council and the role:

Netley Marsh is a small village in the New Forest. Close to Southampton and the M27, yet the village is very rural in character. There are a total of seven councillors. The Parish Council owns a playground and outdoor gym, a recreation field, car park and leases out the onsite community hall. The War Memorial, located outside of the local church is also owned by the Parish Council, along with three noticeboards that are around the parish and two bus shelters.

Monthly meetings are held on the third Wednesday of the month, except for August when there is no meeting and December which is held on the second Wednesday. Meeting are held at the Community Hall in Woodlands Road. 

The Parish Council also employs a part-time Finance Officer/Assistant Clerk

Duties will include:

 To ensure that legal, statutory and other provisions governing or affecting the running of the Council are observed in line with its Standing Orders.
 To keep up to date with Government legislation, to bring this to the notice of the Council and to draw up and implement new policies as required.
 To ensure that the Council’s obligations under Health and Safety regulations are met.
 To book the hall for meeting and prepare agendas for Parish Council meetings.
 To set up the hall for meetings, attend and in the absence of the Finance Officer/assistant clerk take and prepare minutes for approval.
 To receive and deal with correspondence and documents on behalf of the Council and bring them to the attention of Councillors, as required. Except for financial matters, which will be dealt with by the RFO.
 To maintain records for risk assessments, training and insurance.
 To study reports and other data on activities of the Council and on matters bearing on those activities. Where appropriate, to discuss such matters with specialists in particular fields.
 To plan/co-ordinate any event, as required by the Parish Council.
 To deal with all enquiries/problems raised by the public either by telephone, email, in writing or at meetings and to respond to FOI requests as required.
 To ensure that the annual and interim playground inspections are booked and any findings are carried out. Liaising with the groundsmen/contractor to ensure that a weekly visual inspection is carried out and documented.
 To ensure that annual inspections and risk assessments have been carried out for the bus shelters, benches and War Memorial.

 To ensure that the Parish Council as a statutory consultee makes appropriate responses on current planning applications to either New Forest National Park Authority or New Forest District Council
 To be the first point of contact for other tiers of Local Government and Local Authorities, the police, contractors, the media, suppliers, the hall committee and residents.
 To act as a representative of the Council as required and to attend meetings of outside organisations or events where applicable.
 To liaise with contractors, including sending out specifications for tender and letters of appointment and checking public liability certificates.
 To monitor the completion of work before payment.
 To prepare, in consultation with the Chairman, press releases about the activities and decisions of the Council.
 To maintain the Parish Council’s website and liaising with the website host to ensure it remains compliant. The website needs regular updates of Parish Council news, agendas and minutes.
 To keep the Parish Council’s three noticeboards up to date with relevant documents.
 To carry out monthly defibrillator checks and update online records. Ensure that replacement parts are ordered in good time.
 Parish Magazine - To liaise with advertisers and local organisations for their advert or article, the coordinate with the production company for the magazine for the three editions per year. Liaise with the distribution team and issue invoices to advertisers.
 To carry out any additional duties as may be required to deliver the Council’s statutory duties and delivery of its services

The ideal candidate will have/be:

This interesting and varied role requires good communication, organisational and administrative skills. A good standard of computer literacy is essential and a minimum GCSEs pass (or similar) in Mathematics and English.

Applicants should ideally have previous experience working in or have knowledge of local government, although training can be provided. They should be prepared to undertake ongoing development training throughout their period of employment and be prepared to study for the Certificate in Local Councils Administration, if not already held.
